Estonia is one of the latest countries to take advantage of the opportunity to raise massive amounts of revenue while its citizens entertain themselves through online gambling. Estonian gambling law was recently changed in order to regulate the industry more effectively. 

To do so, the Estonian government made it a requirement for all foreign-based operators that would like to continue providing gambling opportunities to Estonians to apply for licenses. One of the very first companies to enter the industry legal is straight out of Finland. 

Finnish gambling law permits many forms of gambling and local companies do a good job of providing it at home and abroad. Internet gambling in Finland is very popular due to the vast expanses of space between land-based gambling institutions.  

The very second online gambling company to obtain a license in Estonia is the Finland-based provider Penningautomatforening (PAF). PAF is a successful gambling operator which originally started out as a charitable organization. The company was established way back in 1966 and in 2008 donated a generous $20 million to various charitable causes. 

PAF is noted to operate as a monopoly on the Finnish semi-autonomous Aland Islands. It also runs operations on mainland Finland and in the neighboring Sweden and provides its services to anyone who would like to use their programs from abroad.
