According to the Article 12, Section 227 of the Israeli Penal Law 5737 from 1977, a prohibited game is one in “which a person may win money, valuable consideration or a benefit according to the outcome of a game, that outcome depending more on chance than on understanding or ability;”. As mentioned above, until recently, poker had, indeed, been considered to be more dependent on luck than skill. However, at the beginning of 2019, the Supreme Court ruled that poker is a game of skill and that poker players are sportsmen and not gamblers. Soon after, Sharren Haskel, a Likud Member of the Knesset, proposed a bill aiming to make poker tournaments legal within the Israeli jurisdiction, which would mean the legalization of online poker as well. Moreover, even before these new laws, poker players from Israel were and still are able to access foreign websites that allow them the possibility to be part in many tournaments and claim some of the best online poker bonuses on the market.
