A very interesting system has developed when it comes to Filipino gambling laws as of late. The country is basically broken up into two areas, the Cagayan special economic zone and Freeport on the northeastern tip of the country, and everywhere else.



Excluding the Cagayan Special Zone, gambling is permitted everywhere in the country and is run by the Philippine Amusement and Gaming Corporation (PAGCOR). The monopoly built up by PAGCOR is exclusive to Filipinos and doesn’t accept foreign guests.



Though there are ample opportunities to gamble everywhere in the country, illegal establishments still exist. A police raid just last week yielded the seizure of many illegal gambling machines like video carrera and moli-moli machines.



PAGCOR also offers online casinos in the Philippines, but these too are restricted to Filipino players. The Cagayan special economic zone and Freeport functions in a manner that can be considered the exact opposite of PAGCOR monopolized regions. In the Cagayan zone, there are many land-based and online casinos.



The difference between those offered in the Cagayan zone and those available in the rest of the country is that in the Cagayan zone, Filipino players are not accepted. This port offers great gambling opportunities to foreigners and enjoys a decent amount of business yearly.



The Cagayan zone profits greatly from foreign business that it deals with. Currently it is the only region in the country that is doing rather well economically. Through the profit they’ve turned over via the gambling industry, the region has been able to turn its agricultural downfalls around and has become the second largest rice producing region in the country. The extra money has afforded this region opportunity to advance in many ways industrially, technologically and agriculturally.



Internet gambling in the Philippines is very popular and the PAGCOR too, is able to make a decent turnout. However, if the government were willing to expand its practice and offer online gambling licenses on an international level, the whole country would prosper in the same way that the Cagayan region has.



If the Filipino government were to change their gambling laws, the whole country might prosper as the Cagayan region has through internet gambling.
