Online Gambling Laws In Lebanon
Lebanon has never written an online gambling law. This is important to understand, because many would assume that the country is operating under strict online gambling regulation. However, it does not. Instead, it has something that is fully overriding a system, preventing it from being created in the first place. According to The Monthly Magazine, the founding law licensed gaming exclusively to a single casino that had to be built by the sea, no further than five kilometres from the shore, no closer than 1.5 kilometres to populated areas, and at least 15 kilometres in a straight line from Beirut, Tripoli and Saida. In simple terms, the government is running a land-based casino monopoly. Thus, they are granting Casino du Liban a single, semi-governing control with one partnership or online operational licence. This means that anything that isn’t Casino du Liban is illegal, and thus, will be blocked. This concession was first written in 1954, and was last renewed in 1995. The next time it will be reviewed will be on November 17, 2026. According to Hacksaw Investor Relations, the foreign slots provider recently became a partner to the monopoly-run online platform. The monopoly itself comes from Law No. 417 of 15 May, 1995, which granted the Casino du Liban company the exclusive right to invest in games of chance at the sole casino at Maameltein. Decree No. 6919 of 1995 is the implementing instrument, and it is the one that gets cited when sites go dark. The legal move Lebanon made in 2013, and has repeated since, is a single exclusivity over gambling on Lebanese territory. How Lebanon Actually Regulates Gambling
The Lebanese law is pretty straightforward, as you can see from the table above. In the sections below, I will explain every single law that has been written regarding gambling and online gambling. One important thing to keep in mind for people unfamiliar with legal terms: Sometimes gambling is referred to as ‘gaming’ in these laws. This is hard to understand in our new, digital age where gaming usually means playing God of War on PlayStation, or joining a Valorant Tournament. Essentially, the term ‘gaming’ precedes this scene, and most countries are still in the process of upgrading their founding definitions without damaging industries. According to the World Trade Organization, Law No. 417 is one substantive sentence, doing an enormous amount of work. It is holding the rest of the law upon itself. It says the Casino du Liban company has the right to invest exclusively in games of chance at the sole casino at Maameltein. Decree 6919, issued in 1995 alongside the concession, is the one they use to order the telecoms ministry. According to The Freedom House, the first mass blocking wave in July 2013 hit several, otherwise internationally well-known and prestigious offshore operators. And the then telecoms minister confirmed publicly that the order came from a judge applying Decree 6919 to protect public morals and the casino's monopoly. The minister did not fully agree with this decision, but the government ordered the ban, rather than asking anyone’s opinion.What Will Happen On 17 November 2026?
The 1995 contract fixed a 30-year investment period starting from the date investment actually began, and the company began investing on 17 November 1996. Thirty years from that date is 17 November 2026. According to Nicolas Khoriati writing on Medium, that expiry lands in the lap of a central bank leadership that has been under IMF pressure since 2007 to divest its non-core holdings, Middle East Airlines and Intra among them.
