A Class II license may be granted to “businesses offering game platform management and hosting facilities, other than electronic communications networks and services providers, as defined in Government Emergency Ordinance no. 111/2011 for electronic communications, approved with subsequent changes and additions by the Law 140/2012, EUR 6.000/year”.  But the legislation might pose some restrictions as stated in Section II of the Secondary Games of Chance Law. In order to operate in Romania, international companies must ensure that they have safe and “mirror” serves on the country’s territory. Moreover, it is required that operators open a bank account in Romania and that the payment processors are licensed under Class II. They also must have a local authorized representative to act in relation to Romanian authorities and any online casino bonuses may only be advertised on their website or directly to registered players.
