Gambling Laws in Romania

Gambling in Romania is considered to be legal in all of its variety. The Romanian gambling legislation is composed of several acts which include, as main, the following: the Government Emergency Ordinance no. 92/2014, effective from 12th of June 2015 and known as Law no.124, the “Government Emergency Ordinance 77/2009 on the organization and operation of games of chance” also known as Games of Chance Law, and the New Methodological Norms for the implementation of Games of Chance Law known as Secondary Games of Chance Law.  Article 3, paragraph (1) of the Games of Chance Law defines online gambling and makes all of its variety legal in the country. The regulatory body of the land-based, as well as the online gambling activities in the country, is the National Gambling Office whose foundation and functioning were defined with the Government Emergency Ordinances 20/2013 and 298/2013 referring on the establishment, organization, and functioning of the National Gambling Office. The National Gambling Office is also responsible for granting licenses to potential gambling providers, online as well as land-based. According to Romanian gambling laws minors, below 18 years of age are prohibited to participate in gambling activities.
