Gambling Laws in Angola

Gambling in Angola is legal in much of its variety. Within the Angolan gambling legislation, the main regulatory acts are the Gambling Activities Law (GAL, Law 5/16 of 17 May 2016) as well as the Decree 39-K/92 which sets out the monopoly granted to the National Lottery Company of Angola over the offering of lotteries, raffles, lotto (quino), bingo and sports betting. These two  acts also make various forms of online gambling legal in Angola. Thus, the list of legal games in Angola includes: games of chance, social games, lotto and online games. Remote online games are defined as games of chance, sports bets or other games and wagers in which equipment or systems that allow the remote generation, storage and transfer of documents, data and information, are used to conduct such games by electronic, telematics or interactive means. The regulatory body of the land-based activities is the Institute for Supervision of Games (Instituto de Supervisão de Jogos) which was formed in 2015 and replaced the National Lotteries Company of Angola which was until that time responsible for supervision of all allowed gambling games in the country. Currently the legal functioning of the online gambling sector is supervised by the same body. Beside its function as supervisor, this office is the official body which grants licenses to all Angolan casinos, sportsbooks, or other types of gambling providers, brick and mortar as well as online. According to Angolan gambling laws minors, under 18 years of age are prohibited to participate in gambling activities.
