The Short Answer: Gambling Licensing In Botswana

There is no license in Botswana that allows anyone to run an online casino. The Gambling Act of 2012 was drafted around buildings. In its definitions, a casino is premises where gambling takes place under a licence, and a casino licence only authorises games on the licensed premises named in it. So an offshore site offering roulette to someone in Maun holds no Botswana licence, and, under the current Act, it can’t get one. That makes the operator unlawful here. The player's position is greyer, and I break it down in the next section. According to iGB, the National Assembly passed the amendment Bill at third reading on 13 August 2026; it had not been confirmed as signed into law, and it will only take effect on a date the Minister appoints by order in the Government Gazette. What Licensing Means In Botswana?

Like everywhere in Southern Africa, I'd bet people in Botswana were playing cards and simple games of chance long before any statute noticed them. The law caught up in stages. The Casino Act of 1971 set up a licensing system for casinos, and a separate Lotteries and Betting Act covered the rest, which worked well enough for a young country with a handful of hotel casinos. By the early 2000s, those laws looked tired, and the government's Gaming and Gambling Policy of 2002 set the direction for something new. That something was the Gambling Act, 2012, Act No. 7 of 2012, which received assent on 17 September 2012. It repealed both old laws, created the Gambling Authority, and put the whole sector under one regulator, although its licensing parts only commenced on 1 April 2016. Notice what's missing from all of it.

Gaborone And Francistown's Land-based Casino Scene

Botswana's casino floor is small and very hotel-shaped. Gaborone holds three of the six licensed venues: the Grand Palm on the Molepolole Road, which opened in 1995 as a relaunch of the city's old Sheraton and became the first hotel of the Peermont group, then Avani Gaborone, and Moonlite, which sits inside the Airport Junction Mall, of all places. The 2026 Reform: Bill No. 15 And Why It Matters

According to Botswana Speaks, the government portal that hosts the text, Bill No. 15 of 2026 was published on 29 May 2026, and its memorandum says the main purpose is aligning the Act with the Financial Intelligence Act and Financial Action Task Force standards through rules on beneficial ownership, fit and proper persons, controlling interests and know-your-customer checks. According to the Parliament of Botswana, the Botswana Institute for Development Policy Analysis briefed the parliamentary committee on finance, trade and economic development about the Bill before the debate. For players, a few clauses stand out. Clause 2 replaces every reference to the age of 21 in the Act with 18. Clause 34 rewrites the general penalty section, with fines of up to P500,000, or P1,000,000 for a repeat offence. A new section 44A requires the Authority's approval before anyone acquires 5 percent or more of a licensed business. There's even a new amusement arcade section saying that bars may offer darts, table football, snooker and pool without registering, but nobody in the bar may bet on the outcome, which I suspect a few Gaborone regulars read with some sadness.

Setswana has a lovely word for play and games, motshameko, and it’s the same word sitting in the Authority’s slogan. Traditional Setswana games were mostly about skill, counting and strategy, not stakes. According to Guardian Sun, children at a Setswana cultural school in Gaborone were taught diketo, mhele and morabaraba alongside traditional food like seswaa, which shows these games are still being passed on on purpose. Modern betting culture, on the other hand, came in through football first, and then through the phone.

Orange Money

The myth says that if the Orange logo is at the cashier, you can deposit and withdraw with Orange Money just like at a local bookmaker.
