Casino Gambling

Gambling is illegal in Florida, however, there are many exceptions to the state's gambling ban. First of all, Tribal Casinos that are legally operating under a compact with Florida's Government. In 2015, Tribal Casinos received many headlines in US gambling news, as the compact’s clause on the exclusivity of table games expired. An agreement was reached only months into the dispute, with a new, USD 3 billion Seminole Compact. At the same time, the legislature approved some other Florida gambling laws as well, concerning gambling expansion. Cruise ship gambling is another popular way among Floridians to play their favorite table games. The ships take the passengers to international waters, where gambling is not restricted by laws. Furthermore, betting in Florida is available at horse and greyhound racing facilities. Some of these venues also offer poker, slot machines, and table games, with certain limits to comply with the Seminole Compact.

Online Gambling in Florida

When it comes to online casinos, Florida gambling laws are said to be vague. Land-based gambling has a relatively clear legal framework, but internet gambling is not explicitly included in it. However, even like this, online gambling in Florida appears to be prohibited since the state's definition of gambling can be applied to it. “Whoever plays or engages in any game at cards, keno, roulette, faro or other game of chance, at any place, by any device whatever, for money or other thing of value, shall be guilty of a misdemeanor of the second degree,” puts Statute Title XLVI on Crimes and gambling in Florida. Therefore, using computer or smartphone to gamble is illegal as well. Even more so, since the Florida Legislature does not issue licenses to online casinos. Despite this, there are many online casinos that accept Floridian gamblers.

Lotteries in Florida

Lottery is legal in Florida and it's operated by the state's government. Florida lotteries and scratch-offs can be played online as well. The Florida Lottery was established in 1988 after approved by Florida residents. Its profits go towards the development of Florida's educational system. For example, the Bright Futures is a lottery-funded scholarship program for high school seniors planning to attend in-state colleges. The available games include Powerball, Florida Lotto, Mega Millions, Lucky Money and scratchcards within the price range of USD 1-25.

Daily Fantasy Sports in Florida

HB 707 is the bill that would legalize and regulate Daily Fantasy Sports in Florida. With 15 Yeas and only 3 Nays, the Finance & Tax Committee has already passed the bill. HB 707 “provides requirements & procedures for the operation of fantasy contests," including licenses, fees, penalties and exemption for Daily Fantasy Sports from under gambling offenses. Another Florida fantasy sports law in the making is SB 832. This senate bill would also establish a framework for Daily Fantasy Sports sites in Florida. Representative Matt Gaetz, who introduced SB 832, says that they could “show the country how to appropriately deal with fantasy contests.”  Daily Fantasy Sports companies spent USD 220,000 on lobbying in Florida.
