Gambling in The US Virgin Islands
Most forms of gambling are legal in the US Virgin Islands (USVI), which are an American territory and subject to US federal law. The USVI has legal land-based casinos and betting shops and issues licenses to online casinos and sportsbooks. Land-based casinos were legalized during the 1990s in order to attract tourism and bring money into the territory.
As the USVI has a population of only 107,000 the land-based and online gambling industries are sustained primarily by serving foreign tourists, most of which come from the US.
Online Gambling in The US Virgin Islands
Online gambling was legalized in 2011 after the US Department of Justice announced that it would not prevent states or territories from creating legal gambling markets. As the island has only 107,000 people gambling sites depend on marketing to foreign tourists.
Gambling sites licensed in the USVI can only serve players in jurisdictions allowing online gambling, and due to the 2006 Unlawful Internet Gambling Enforcement Act, locals are prohibited from using foreign-operated or unlicensed internet gambling services.
