Online Lottery Laws in Israel
According to Article 12, Section 231 (a) of the Israeli Penal Law 5737 from 1977, the prohibition on gambling doesn’t apply “to categories of lotteries, or to a particular lottery, for the conduct of which a permit was granted in advance by the Minister of Finance or by a person empowered by the Minister for that purpose;”.
In this way, Mifal HaPayis holds the monopoly in the country as it is the only operator with a license, which must be renewed every 10 years. The winners are subject to taxes, accordingly to the value of the prize.
