The provincial online casinos, which are considered unequivocally legal in Canada, have not yet implemented plans to launch mobile apps.  Their sites can of course be accessed through portable devices, even if these online casinos have not been optimized for them. Strictly speaking, only the residents of those provinces may gamble at these sites, though. The country’s three major network operators, Rogers Wireless, Bell Mobility and Telus Mobility command approximately a third of the market each. As it is typical for areas with a long history of cheap, reliable and abundant landlines, Canada has a relatively low (i.e. less than full) cellular penetration rate. At the beginning of 2013 about 4 out of 5 Canadians owned a cell phone, with the rate expected to climb to 100% by 2015. The increase is driven in large part by the added functionality inherent in portable devices, allowing Canadians to watch TV, shop and gamble rather than having just another phone. Current smartphone penetration stands at 47%, and tablet penetration at 21%. Since most Canadians have their devices connected to the widely available and fast WiFi connections at home and at work, connection costs do not impede their efforts to play at mobile casinos.
